Amends the Illinois Civil Rights Act of 2003 to add "disability" as a protected class alongside race, color, national origin, and gender in state and local government programs and activities.

Prohibits disability discrimination in programs receiving federal financial assistance, programs where federal funds pass through state/county/local government, state-regulated activities receiving federal funds, and programs receiving state/county/local government financial assistance.

Authorizes the Attorney General to file civil actions in circuit court when there is reasonable cause to believe a pattern of disability discrimination exists.

Incorporates federal Section 504 Rehabilitation Act regulations as codified on January 19, 2025 as the minimum standard for disability rights, covering health care, education, human services, transportation, labor, and housing.

Requires the Secretary of State to maintain publicly accessible copies of the referenced federal regulations, such as on a searchable website.
