Requires direct support personnel and frontline staff serving adults with developmental disabilities to receive wages of 150% of the statewide, regional, or local minimum wage for services delivered on or after January 1, 2027.

Mandates the Department of Human Services to file an amendment to the Home and Community-Based Services Waiver Program to implement the wage increases for residential and community day services settings.

Establishes benchmark rate increases for therapy and counseling services, tiered rates for community day services based on acuity, and community integration supports as prescribed in the Department's Guidehouse Rate Study.

Requires the Department of Healthcare and Family Services to submit a Title XIX State Plan amendment to the federal Centers for Medicare and Medicaid Services for wage increases at ID/DD and MC/DD facilities.

Authorizes emergency rulemaking to expedite implementation, with the emergency rulemaking provision set to expire one year after the Act's effective date.
