Creates the Electric Transmission Facilities Siting Act establishing a priority order for siting new transmission lines: (1) existing public utility corridors, (2) highway corridors, and (3) new corridors.

Requires utilities or developers to submit colocation requests to the Secretary of Transportation for high-voltage electric service lines (100,000 volts or more) on public rights-of-way or along highways, with the Secretary able to deny requests only for public safety or highway function concerns.

Mandates development of a constructability report between utilities/developers and the Department of Transportation, including terms for siting and a time frame during which the Department cannot require relocation; the Department must provide at least 10 years' notice before requiring any relocation.

Requires the Department to pay 75% of relocation costs if it orders relocation during the prohibited time frame or with less than 10 years' notice.

Modifies distributed generation rebates under the Public Utilities Act, maintaining a $250 per kilowatt-hour rebate for stand-alone energy storage systems that are neither paired with distributed generation nor with electric load beyond the storage system's own use.
