Restores habitual criminal sentencing provisions that existed before Public Act 101-652 took effect in July 2021

Lowers the age threshold for natural life imprisonment under third-time offender provisions from requiring the defendant be 21 or older at the first offense to requiring only that they be 18 or older at the time of the third offense

Expands Class X sentencing for repeat offenders by applying it to all Class 1 and Class 2 felonies, not just "forcible felonies" as under current law

Removes the requirement that the first offense be committed when the person was 21 years of age or older for Class X sentencing enhancements

Exempts Class 1 and Class 2 theft convictions (Section 16-1 of the Criminal Code) from the expanded Class X sentencing provisions
