Amends the Transportation Network Providers Act to establish additional requirements for TNC drivers (e.g., Uber, Lyft) who transport students to and from school or school-related activities.

Requires school TNC drivers to be at least 23 years old with a minimum of 3 years driving experience, and mandates training in safe driving practices, transporting students with disabilities, emergency preparedness, and pick-up/drop-off procedures.

Prohibits individuals from providing school TNC services if they are listed in the Statewide Sex Offender Database, Murderer and Violent Offender Against Youth Database, or have not completed a fingerprint-based criminal history records check.

Mandates GPS monitoring providing real-time ride visibility to the TNC, guardians, and school personnel, plus telematics tracking of driver behavior including cell phone use, speeding, hard braking, and crash detection.

Exempts school TNC drivers from needing a school bus driver permit, and requires TNCs to submit reports on program impact to legislative committees within 90 days of the first and final year of the pilot program.
