Establishes the Reproductive Liberty and Justice Act to reduce racial and geographic inequities in reproductive health care access across Illinois

Allows birth centers and licensed abortion/birth control providers to be colocated at the same facility, with the Department of Public Health required to adopt licensing rules for these combined facilities

Expands midwife practice authority by permitting licensed certified professional midwives to provide out-of-hospital care to individuals with previous cesarean sections and removing prohibitions on caring for clients with substance use disorders

Removes newborns with controlled substances in their blood, urine, or meconium from the definition of "neglected child" and prohibits disclosure of newborn or pregnant person toxicology test results to law enforcement or DCFS

Requires hospitals to notify parents of their right to receive a "certificate of birth resulting in stillbirth" (Liam's Law) for fetal deaths occurring at or after 20 weeks gestation
