IL HB5030

Expands the definition of "gambling device" to include vending or electronic machines that award credits with removal tracking capability and offer entry into sweepstakes or contests dependent on chance, when tied to purchases or vouchers redeemable for items of value.

Removes the existing exemption that allowed game devices to operate without a license if the activity was not considered gambling under current law.

Makes gambling offenses involving the newly defined devices a Class 4 felony, regardless of whether it is a first offense.

Narrows the exemption for free-to-play games of skill or chance by excluding participation through gambling devices or the Internet from the exemption.

Takes effect immediately upon becoming law.
