Amends the Sports Wagering Act to set a $250,000 nonrefundable application fee and $15,000,000 initial license fee for master sports wagering licenses issued to online operators

Removes the previous cap of 3 master sports wagering licenses for online operators, allowing the Illinois Gaming Board to issue licenses without a numerical limit

Eliminates the competitive bidding/selection process previously required for awarding online sports wagering licenses

Removes eligibility requirements for applicants including age, felony conviction restrictions, and skill/knowledge demonstrations

Removes outreach requirements for the Department of Commerce and Economic Opportunity and Illinois Gaming Board to assist minority-owned, women-owned, veteran-owned, and disability-owned businesses in the licensing process
