Requires the Illinois Board of Higher Education to study cost drivers at state universities and develop a comprehensive 10-year plan for higher education sustainability and performance.

Mandates analysis of how public funds are spent by each university, including breakdowns for instruction, research, and administration, as well as historical tuition trends compared to other states.

Requires assessment of whether university programs and funding align with current and future workforce and labor market needs, including the impact of artificial intelligence on entry-level jobs.

Directs the Board to evaluate whether individual state universities are overfunded or underfunded relative to enrollment and to explore specialization strategies to attract more in-state and out-of-state students.

Report with findings and the 10-year plan must be submitted to the Governor and General Assembly by March 31, 2027; the Act automatically repeals on March 31, 2028.
