Pharmacies unable to fill an electronic prescription for a controlled substance due to the drug being out of stock must immediately contact the patient and offer to transfer the prescription electronically to another pharmacy of the patient's choice.

Prescribers are exempt from electronic prescribing requirements when prescriptions need to be filled outside typical retail pharmacy hours or when drugs may be difficult to obtain due to shortages or inventory limitations.

Schedule II controlled substance prescriptions may now be transferred between pharmacies once, consistent with federal regulations (21 CFR 1306), aligning with existing rules for Schedules III, IV, and V.

Amends both the Illinois Controlled Substances Act and the Pharmacy Practice Act, with changes taking effect immediately upon becoming law.
