Amends the Illinois Election Code to require that political committee expenditures for personal security services must be provided by agencies licensed under the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 to qualify for the exemption from prohibited expenditures.

Currently, political committees can spend funds on candidates' or officials' personal security without licensing requirements; this bill adds a licensing mandate for security providers.

The exemption for security enhancements to a candidate's primary residence (security systems, cameras, fences, etc.) remains unchanged and does not require the new licensing requirement.
