Increases the Medicaid Access Adjustment payment to nursing facilities from $5.75 to $10.50 per diem for dates of service beginning January 1, 2027.

Lowers the Medicaid occupancy threshold to 60% of occupied bed days for nursing facilities located outside of Rate Areas 6, 7, and 8, adjusted quarterly, to qualify for the Medicaid Access Adjustment.

Maintains the 70% Medicaid occupancy threshold for facilities in Rate Areas 6, 7, and 8.

Amends the Medical Assistance Article of the Illinois Public Aid Code (305 ILCS 5/5-5.2) regarding nursing facility reimbursement.
