Reduces the Board of Review within the Department of Employment Security from 5 members to 3 members, with one labor representative, one employer representative, and one neutral citizen member

Requires Board of Review members to work full-time and receive compensation at least equal to an associate circuit court judge's rate, with protection against salary reduction during their term

Mandates the Department of Employment Security provide each Board member with at least one full-time staff attorney

Requires each Board of Review member to personally review the record and certify that review in every final determination issued by the Board
