IL HB5070

Prohibits the Illinois Pollution Control Board from adopting any environmental standards less stringent than those currently existing in Board regulations for air pollution, water pollution, drinking water, hazardous waste, and landfills.

Explicitly preserves the right of any person to submit proposals to the Board, and the Board's authority to adopt regulations more stringent than U.S. EPA federal standards.

Amends multiple sections of the Illinois Environmental Protection Act (Sections 10, 13, 17, 17.5, 22.4, and 22.40) to establish these "floor" protections across environmental regulatory areas.

Adds authority for the Board to adopt emission standards necessary to comply with air quality standards that are more stringent than federal requirements.
