Amends the Toll Highway Act to authorize the Illinois State Toll Highway Authority to establish bilingual pay supplements for positions requiring employees to speak or write languages other than English.

Eligible positions, supplement amounts, and duration must be negotiated between the Authority and collective bargaining representatives under the Illinois Public Labor Relations Act.

Bilingual pay supplements are intended to attract bilingual individuals, encourage current employees to develop language proficiency, and retain qualified bilingual staff.

Employees must obtain certification of language proficiency in reading, writing, and speaking from either the Authority's designated testing program or a State community college.

The Authority must process bilingual pay supplements within 30 calendar days after an employee submits the required language proficiency certification.
