Creates the Permanent Punishment Review Task Force to research and analyze statutory penalties imposed on people with criminal records that extend beyond their criminal sentences, such as restrictions on employment, housing, or licensing.

Task Force must submit a report to the General Assembly by January 1, 2028, with recommendations on whether permanent punishments should be modified or eliminated based on available scholarship and data.

Membership includes 17 members serving without compensation: the Executive Director of the Illinois Criminal Justice Information Authority as Chair, state legislators, agency directors, and representatives from advocacy organizations for incarcerated individuals, crime victims, and reentry services.

Illinois Criminal Justice Information Authority provides administrative support; Task Force must be appointed within 60 days of the Act's effective date.

Act takes effect immediately upon becoming law and is repealed on July 1, 2028, at which point the Task Force dissolves.
