Requires the disability representative on the Interagency Coordinating Committee on Transit Innovation, Integration, and Reform to either be a person with a disability or have demonstrated experience advocating for disability accessibility and transportation needs

Mandates that one Chicago Transit Authority Board member must be a person with a disability who lives within the CTA service area and uses CTA services

Requires the Northern Illinois Transit Authority Board to include a director with a disability who has transportation expertise, appointed with input from a disability advocacy organization serving the Metropolitan Region

Changes the Suburban Bus Board composition so one director must be the Commissioner of Chicago's Mayor's Office for People with Disabilities, and requires the Commuter Rail Board to include a disabled rider appointed with disability organization recommendations

Establishes mandatory ADA Advisory Committees at the Chicago Transit Authority, Suburban Bus Board, and Commuter Rail Board to advise on accessibility and Americans with Disabilities Act compliance for fixed route and paratransit services, with quarterly meetings and annual reporting requirements
