State Board of Education may withhold up to an additional 3% of revenue from charter schools it authorizes as an administrative fee for contract administration, oversight, and authorizing services

Local school boards may withhold up to 3% of agreed funding from charter schools they authorize as an administrative fee, but the withholding cannot reduce charter school funding below the required minimum level (97% of per capita student tuition)

Administrative fees may only be used for direct authorizing functions including application review, contract negotiation, performance monitoring, compliance oversight, site visits, financial and governance review, renewal determinations, and State Board reporting

Any portion of administrative fees not spent on allowable uses during the fiscal year must be returned to the charter school

Local school boards must provide annual public accounting to the charter school and State Board detailing amounts collected, how fees were used, and any unexpended funds returned
