Creates a 12-member judicial nomination commission to fill Illinois Supreme Court vacancies, composed of 6 nonlawyers appointed by the Governor, legislative leaders, and Attorney General, plus 5 lawyers elected by members of major state bar associations

Requires the commission to review and submit 3 nominees to the Governor for each Supreme Court vacancy, with the Governor selecting one appointee to serve the remainder of the vacating justice's term

Mandates that any Supreme Court vacancy be filled by someone from the same political party as the departing justice

Removes Supreme Court vacancies from the existing process where the Supreme Court itself fills vacancies, transferring that authority to the new commission and Governor

Amends the Judicial Districts Act of 2021 to exclude Supreme Court positions from the provision allowing the Supreme Court to fill its own vacancies until the next general election
