Creates the Automated Driving Systems Development Act establishing a pilot program for highly automated vehicles (SAE Level 4 or 5) to operate on public roads in Cook, St. Clair, and Madison Counties

Requires autonomous vehicle operators to obtain permits from the Secretary of State, pay a $2,500 application fee per vehicle, and carry minimum insurance of $3 million per personal injury instance ($6 million total) and $1 million per property damage instance ($2 million total)

Establishes a review committee within the Department of Transportation with members from IDOT, Secretary of State, Illinois State Police, municipal representatives, and labor organizations to evaluate applications and recommend permit approval or denial

Mandates operators develop law enforcement interaction plans and first responder/firefighting safety plans, and publish these on a public information portal before applying

Holds autonomous vehicle operators financially responsible for all crashes and traffic violations when the automated driving system is engaged, with permits subject to suspension or revocation for safety violations or non-compliance
