Amends the Liquor Control Act of 1934 to eliminate the reduced online renewal fee option for liquor licenses, requiring all licensees to pay the standard license fee regardless of renewal method

Increases license fees across most categories, including manufacturer's licenses (e.g., distiller fees rise from $4,000 to $5,000, brewer fees from $1,200 to $1,500) and retailer's licenses (from $600 to $750)

Establishes a new tiered fee structure for BASSET trainer licenses ranging from $750 for Tier 1 (1-10 trainers) up to $24,000 for Tier 6 (in-person and online training providers)

Creates new fees for Illinois Liquor Control Commission courses: $75 for the ILCC Trainer course and $10 for the online BASSET course

Removes the license renewal fee waiver that applied to "1A" designated retailer licenses expiring between July 1, 2022 and June 30, 2023, and authorizes the State Commission to establish additional fees through administrative rule
