Imposes a $0.10 fee per carryout bag at retail stores beginning January 1, 2027, increasing annually by $0.05 until reaching $0.25 per bag in 2030, with additional $0.05 annual increases if carryout bag use does not decrease by at least 90%

Bans plastic bags for retail delivery orders starting January 1, 2027, requiring only recyclable paper bags or reusable bags for deliveries to consumers

Retailers retain $0.02-$0.05 of each fee (increasing over time), with the remainder split between the General Revenue Fund and local governments (counties, municipal joint action agencies, or municipalities over 1,000,000 population)

Exempts bags used for SNAP or similar food assistance program purchases, as well as bags for bulk items, frozen foods, meat, prescriptions, and restaurant takeout

Establishes civil penalties of $250 for first violations, $500 for second violations, and $1,000 for third or subsequent violations within a 12-month period, enforceable by the Attorney General or State's Attorneys
