Establishes an Artificial-Intelligence Use in Education Commission under the State Board of Education to develop best practices and policy recommendations for AI and smartphone use in Illinois schools

Commission membership includes 20 members: legislative appointees from both chambers, state education and technology officials, plus Governor-appointed teachers, principals, AI experts, and business and labor representatives

Requires at least 10 public meetings in hybrid format, with 5 in-person meetings held across Illinois (Chicago, Springfield, Metro East, Quad Cities, and Southern Illinois)

Commission must file biannual public reports to the Governor and General Assembly covering model policies for generative AI use, smartphone restrictions during instruction, and research on technology's impact on student learning and mental health

Effective January 1, 2027; Commission dissolves after filing its fourth report, with full repeal of the provision on January 1, 2030
