IL HB5114

Amends the Illinois Election Code to allow counting of vote by mail ballots and military/naval absentee ballots to begin 7 calendar days before election day, rather than after polls close on election day.

Prohibits election authorities from releasing any ballot counting results until after polls close on election day, ensuring early counting does not influence voter behavior.

Applies to both civilian vote by mail ballots (Section 19-8) and ballots cast by absent electors in military or naval service (Section 20-8).

Counting must be conducted by appointed panels of election judges and continue until all eligible mail and write-in ballots have been counted.
