Expands the Department of Natural Resources' authority to use Park and Conservation Fund moneys for general departmental programs, normal operations, and construction/maintenance of State-owned, leased, and managed sites, rather than restricting funds to specific conservation purposes

Removes the prior requirement that 80% of vehicle title fee revenue deposited in the Park and Conservation Fund be used specifically for bike path acquisition, development, and maintenance

Eliminates the mandate to deposit 20% of title fee revenue into the Illinois Fisheries Management Fund for Division of Fisheries operations

Changes the Build Illinois Fund transfer language from "conservation and park purposes" to "any purpose" as enumerated in the Department of Natural Resources Conservation Law

Maintains the monthly transfer of 1/12 of $10,000,000 from the Build Illinois Fund's Park and Conservation Fund Account to the Park and Conservation Fund
