Amends the Illinois Vehicle Code to elevate a DUI charge to aggravated DUI (Class 4 felony) if the driver has a prior conviction for operating a watercraft under the influence under the Boat Registration and Safety Act (Section 5-16).

Prior boating under the influence (BUI) convictions will now count toward DUI offense history, triggering enhanced penalties including mandatory minimum imprisonment, fines, and community service requirements.

Creates parity between impaired driving on roads and waterways by allowing BUI convictions to escalate penalties for subsequent vehicle DUI offenses.
