Excludes three new categories of workers from the Paid Leave for All Workers Act: employees transporting goods through Illinois, employees who control their own work schedules, and employees of businesses with fewer than 15 workers

Exempts employers from the Act if they voluntarily provide one hour of paid leave for every 40 hours worked in a 12-month period

Removes the requirement that paid leave not be charged to an employee's paid time off bank unless the employer's policy permits it

Amends provisions related to Department of Labor responsibilities and enforcement penalties under the existing paid leave law

Maintains existing exclusions for railroad employees, college students working for their university, and short-term higher education employees working less than 2 consecutive quarters
