Creates the Custody Relinquishment Prevention Involving Children with Developmental Disabilities Act to help families access services for children with developmental disabilities without surrendering custody to DCFS when no abuse or neglect exists

Requires six state agencies (DCFS, DHS, HFS, State Board of Education, Juvenile Justice, and Public Health) to enter into an interagency agreement within 180 days to establish coordinated services and prevent unnecessary custody relinquishment

Establishes an interagency clinical team to review cases of at-risk children, perform family and medical assessments, develop care plans, and connect families with appropriate services and supports

Requires families with private insurance to exhaust coverage first and establishes income-based cost sharing for families above Medicaid eligibility thresholds

Mandates annual reporting to the General Assembly on relinquishment numbers, services provided, and outcomes, and makes any state employee who encourages custody relinquishment solely to access services subject to termination
