Amends the Illinois Administrative Procedure Act to create a new "statement of unresponsiveness" mechanism for the Joint Committee on Administrative Rules (JCAR) when agencies fail to substantively respond to JCAR suggestions during the second notice period of rulemaking

Extends the second notice period by up to 45 additional days when JCAR issues a statement of unresponsiveness to an agency

Requires agencies to provide a substantive response within 7 days after receiving a statement of unresponsiveness, or the rulemaking is automatically withdrawn

Defines "substantive response" as addressing the propriety, legal adequacy, statutory authority, economic effects, budgetary effects, or public policy of the rulemaking

Requires agencies to certify in their written notice to JCAR that no internal procedure, policy, schedule, or other feature will prevent them from substantively engaging with JCAR during the second notice period
