Prohibits health insurance issuers from discriminating against health care professionals participating in insurance policies when those professionals are acting within the scope of their state license or certification

Defines "discriminate" according to federal law (42 U.S.C. 300gg-5) and applicable regulations

Preserves insurers' right to decline contracts with any health care professional, even those willing to accept the insurer's terms and conditions

Allows health insurance issuers to establish varying reimbursement rates based on quality or performance measures

Amends the Illinois Insurance Code by adding new Section 370b.2
