Extends Special Hauling Vehicle weight allowance requirements from model year 2024 to 2034 and registration deadline from January 1, 2025 to January 1, 2035.

Exempts covered heavy duty tow and recovery vehicles from specified weight limitations during towing operations.

Clarifies that "clearing a vehicle" does not include towing the vehicle from the scene of disablement.

Doubles the fine for highway weight violations from $75 to $150 per every 500 pounds of excess weight.

Renders any excess size or weight movement void and unpermitted if conducted by a person not meeting specified requirements.
