Creates the Automated License Plate Recognition System Act to regulate the use of ALPR technology by law enforcement and government entities in Illinois

Limits ALPR use to specific purposes including locating stolen vehicles, missing persons (Amber Alert, Silver Search), vehicles linked to felony warrants, hit-and-run investigations, and forcible felony cases

Requires captured plate data to be deleted within 3 days unless retained as evidence for an active investigation, with exceptions for toll collection, parking enforcement, and secured access control

Prohibits selling or sharing ALPR data with federal agencies or other states, and bars use for immigration enforcement, monitoring political protests, tracking lawful healthcare access, or targeting based on protected characteristics

Establishes a private right of action allowing individuals to sue for violations, with penalties including actual damages, $2,500 liquidated damages, punitive damages, and attorney's fees
