Creates the Incarceration Demographic Data Transparency Act requiring collection of race, ethnicity, and gender data for all individuals confined in Illinois state correctional facilities and county jails.

Requires the Department of Corrections to establish uniform statewide data collection standards and county sheriffs to submit demographic data at least quarterly, including population counts, admissions, and releases.

Mandates public reporting of aggregated, de-identified data on a searchable, downloadable website while prohibiting release of personally identifiable information.

Gender data collection standards must permit self-identification and distinguish between sex assigned at birth and current gender identity.

Knowingly falsifying demographic data or retaliating against individuals for reporting violations constitutes a Class A misdemeanor, while willful failure to submit data after notice is a petty offense (Class B misdemeanor for repeat violations).
