Creates a voluntary statewide program through the Illinois Department of Agriculture allowing landowners to designate farmland as agricultural protection areas for a minimum of 20 years, with automatic renewal unless terminated with 90 days' notice.

Requires applicants to own at least 5 acres of land that has been in active agricultural production for the previous 3 consecutive years.

Prohibits local governments from adopting ordinances that conflict with the Act regarding farm structures or farming practices within designated areas, and limits home rule authority over these protected zones.

Declares that agricultural activities conducted within protection areas using generally accepted farming practices are not public nuisances and provides a complete defense against nuisance lawsuits.

Restricts eminent domain by prohibiting condemnation of protected agricultural land for purposes unrelated to public health, safety, transportation, or public utilities.
