Defines "navigable water" as named waterways on USGS maps capable of recreational use, excluding private ponds/lakes, wildlife refuges, security zones, and sensitive environmental areas.

Prohibits public users from crossing private uplands to reach waterways or exiting onto private land without permission; private islands, levees, dams, and water control structures remain off-limits.

Establishes landowner liability protections, shielding adjacent property owners from liability for injuries except in cases of gross negligence, willful misconduct, or intentional harm.

Directs the Department of Natural Resources to adopt rules designating public access points, maintaining navigable waterway listings by county, resolving landowner-user conflicts, and promoting safety and conservation education.
