Creates the Dissolution of Special Districts Act, establishing a new method for dissolving special districts in Illinois in addition to existing dissolution methods

Requires affirmative majority votes from both the dissolving special district's governing body and the receiving unit of local government (municipality, township, or county) to approve dissolution

Transfers all real and personal property, assets, personnel, contractual obligations, and liabilities from the dissolving special district to the receiving local government on or before the dissolution date

Mandates the receiving unit of local government submit a service continuation plan before dissolution, confirming it has adequate resources to continue providing the services previously offered by the special district

Takes effect immediately upon becoming law
