Establishes a 3-year pilot Senior Home Preservation Program through the Department of Human Services to provide grants for home rehabilitation services to low-income seniors aged 62+ (or 55+ with disabilities) who have lived in their homes for at least 10 years.

Rehabilitation services capped at $40,000 per unit may address accessibility modifications, health and safety hazards, housing code compliance, and energy/water efficiency improvements.

Creates a companion Workforce Development Home Repair Program to provide job training, pre-apprenticeship programs, and cash stipends for trainees in high-poverty census tracts, with delegate agencies limited to 15% of funds for administrative costs.

Requires annual reports to legislative appropriations committees by September 1 detailing units repaired, funds invested, applications processed, and workforce development outcomes.

Creates the Senior Home Preservation Program Fund in the State treasury to receive appropriations and private donations for program operations and grants.
