Amends the Business Assistance and Regulatory Reform Act to expand the Office of Business Permits and Regulatory Assistance's scope to include licensing processes alongside permitting

Authorizes the Office to establish a matching grant program to help local governments improve technology tools for permitting and licensing processes, subject to appropriation

Creates an Interagency Business Permitting and Licensing Reform Advisory Committee to coordinate business permitting and licensing processes across state agencies

Requires state agencies with jurisdiction over business permitting or licensing to conduct annual reviews and prepare permitting and licensing performance reports

Establishes a business permitting and licensing digitalization pilot program to create an online aggregator and repository for applicant data and resources
