Restructures the Southwestern Illinois Metropolitan and Regional Planning Commission to consist of 34 commissioners: 27 voting members and 7 nonvoting at-large members

Voting members include the county board chairmen of Bond, Clinton, Monroe, Randolph, Washington, Madison, and St. Clair counties serving ex officio, plus additional commissioners appointed by these chairmen and representatives from port districts, the Southwestern Illinois Council of Mayors, and Metro East Sanitary District

Nonvoting at-large members are appointed by the Governor, Department of Commerce and Economic Opportunity, Southwestern Illinois Leadership Council, Bi-State Development Agency, Metro East Transit District, St. Clair County Transit District, and East-West Gateway Council of Governments

Reduces the executive committee from 26 members to 9 members and lowers the threshold for calling special meetings from 8 commissioners to 5

Modernizes fund withdrawal procedures to allow electronic funds transfers, wire transfers, and direct online payments in addition to checks and drafts, requiring authorization by any 2 designated signatories
