Authorizes the Illinois Department of Public Health to contract with a mobile app vendor to promote maternal and infant health programs for Medicaid participants, Medicaid-eligible individuals, and uninsured persons

App must provide education and resources for prenatal, pregnant, and postpartum individuals, including links to home visiting services, doula services, behavioral health support, substance use support, and WIC benefits

Requires the app to meet clinical standards from CDC, NIH, American College of Obstetricians and Gynecologists, AMA, and American Academy of Pediatrics, and be available in multiple languages on both Android and iOS

Payment to the vendor is set at $10 per active user per month, capped at $500,000 annually, with no limit on the number of users who can access the app

Department must issue a request for proposals within 180 days, and vendors must also provide nondigital outreach materials like flyers for individuals without smartphones
