Creates the Disability Benefits Maximization Program requiring the Department of Central Management Services and Illinois's 5 state-funded retirement systems to contract with an administrator within 6 months of the effective date

Requires annual audits of the State Employees Group Insurance Program, Teachers' Retirement Insurance Program, and College Insurance Program to identify participants eligible for but not enrolled in Medicare

Ensures eligible annuitants, retirees, benefit recipients, survivors, and dependents enroll in Medicare as their primary coverage, with state health benefits becoming secondary

Provides assistance to disabled individuals not enrolled in Social Security Disability Insurance and Medicare, including educational outreach, eligibility analysis, and representation on claims

Mandates annual reports to the Department, the 5 retirement systems, and the General Assembly detailing the number of individuals transitioned and savings realized by the State

Effective January 1, 2027
