Amends the Criminal Identification Act to establish that information reported to Illinois State Police is confidential and may only be released when expressly permitted by State or federal law.

Authorizes Illinois State Police to conduct State and national criminal history background checks for "qualified entities" upon submission of an applicant request form, signed waiver, electronic fingerprints, and required fees.

Background check results provided to qualified entities will include felony convictions and crimes related to providing care, treatment, education, training, supervision, or recreation to children, the elderly, or individuals with disabilities.

Information received by qualified entities may only be used for internal purposes to determine applicant suitability, and these checks do not satisfy any legally mandated background check requirements.

Illinois State Police must provide updated records to both the qualified entity and applicant if initial Illinois records are later found to be inaccurate.
