Creates a new Autonomous Vehicles Article in the Illinois Vehicle Code establishing a regulatory framework for testing and operating autonomous vehicles on public roads

Requires manufacturers to obtain $5,000,000 in insurance, surety bond, or proof of self-insurance before testing autonomous vehicles, and to submit applications to the Secretary of State Vehicle Services Department for approval before commercial operation

Mandates autonomous vehicles include specific safety features: mechanisms to engage/disengage autonomous technology, visual indicators when engaged, failure alert systems, and data recorders that store sensor data for at least 30 seconds before any collision

Requires autonomous vehicles to be equipped with cameras plus two distinct sensing modalities (such as radar and lidar) to detect obstacles in case of camera failure

Authorizes the Vehicle Services Department to adopt rules on testing standards, registration, driver licensing, noncompliance notices, and may limit the number of autonomous vehicles deployed on public roads
