Amends the Illinois Code of Civil Procedure to formally authorize electronic filing systems approved or maintained by the Supreme Court of Illinois, State agencies, or units of local government for document filing.

Requires electronic filing systems to send notifications "as soon as reasonably practicable" after receiving a document to the relevant court or agency, the person who filed the document, and all parties served.

Establishes that electronic notification from the filing system constitutes legal proof of both filing and service, eliminating the need for additional proof documentation.

Maintains traditional proof of service requirements for persons or entities who do not receive service through the electronic filing system.
