Amends the Illinois Nurse Practice Act to expand the definition of registered professional nursing practice as a scientific, learned profession based on understanding the human condition across the life span and all nursing specialties

Authorizes registered professional nurses (RNs) to delegate nursing interventions and tasks to other RNs and licensed practical nurses (LPNs) based on a comprehensive nursing assessment that considers patient stability, potential for harm, and predictability of outcomes

Permits RNs to delegate tasks to unlicensed personnel based on comprehensive nursing assessment, with "task" defined as work not requiring nursing knowledge, judgment, or decision-making

Prohibits RNs from delegating to unlicensed non-nurse personnel any work requiring nursing knowledge, assessment, judgment, inference, or decision making, including medication administration, development of care plans, and evaluation of care plans

Effective immediately upon becoming law
