Mandates proposals be evaluated in two parts: price and terms/conditions of purchase, with each ranked independently

Sale proceeds needed to repay tax-exempt bond proceeds used for the property must be deposited into the Capital Development Fund, with remaining funds going to other special funds used in the property's acquisition

Exempts the sale from standard Illinois Procurement Code requirements while maintaining compliance with specific transparency and ethics provisions
