Establishes the Illinois Municipal Works Preapprenticeship and Service Trainee Program administered by the Department of Commerce and Economic Opportunity to create a pipeline of workers for construction, building trades, union service trades, health care, and municipal employment in the Morton College region.

Creates the Illinois Municipal Works Preapprenticeship and Service Trainee Fund, with $250,000 transferred annually from the Rebuild Illinois Projects Fund starting July 1 each year.

Funding flows directly to Morton College and through Morton College to trade unions, municipal employers, health care employers, and other service sector employers associated with the program.

Contractors and subcontractors may earn bid credits on future state public works projects for employing apprentices who complete the program.

Requires the Illinois Community College Board to monitor the program and recommend legislation by July 1, 2031 to establish a statewide Illinois Pipeline for the Advancement of the Union Service Workforce Program based on Morton College's experience.
