Increases civil action filing fees by $5 across multiple fee schedules, with maximum fees rising to $371 (from $366) in counties with populations over 3 million and $321 (from $316) in smaller counties.

Requires $5 from each civil filing fee and appearance fee to be deposited into the Guardianship and Advocacy Fund to support public guardianship programs and legal representation for individuals in mental health proceedings.

Eliminates fees for guardianship account filings involving minors under the Probate Act of 1975 and disabled adults under the same act.

Prohibits charging fees for commitment petitions or discharge petitions filed under the Mental Health and Developmental Disabilities Code.

Repeals the existing separate guardianship and advocacy operations fee provisions in Section 27.3f of the Clerks of Courts Act, consolidating funding through the new filing fee structure.
