Creates the Reproductive Health Records Privacy Act requiring health information exchanges to segregate medical information related to abortion care from other patient records by July 1, 2027.

Mandates technical capabilities to prevent disclosure, access, or transfer of abortion-related medical information to persons and entities outside of Illinois.

Allows aggrieved persons to sue for damages, injunctive relief, and attorney's fees for violations of the Act.

Authorizes the Attorney General to bring civil actions with penalties up to $50,000 per violation, considering factors such as good faith compliance attempts and harm to patients.

Amends the Medical Patient Rights Act to clarify that abortion-related information in health information exchanges may be segregated and access limited under this new law.
