Amends the Criminal Code of 2012 and Drug Asset Forfeiture Procedure Act to expand methods for notifying property owners and interest holders of forfeiture proceedings.

Adds email service as an acceptable notification method for forfeiture proceedings, following Illinois Supreme Court Rule 102(f)(1)(B) requirements.

Allows a single certified mailed notice to the registered property address to satisfy notice requirements when property is legally required to be registered at a specific address.

First attempted service of notice must begin within 28 days of filing a verified claim or receiving notice from the seizing agency.

Maintains existing notice procedures including personal service, certified mail with return receipt, publication for 3 successive weeks when addresses are unknown, and special provisions for incarcerated individuals, out-of-state residents, and business entities.
